The Slums are an area of Hope City outside of the city walls and beyond the control of Strata. It is largely governed by the Veterans.
Whenever there is a storm, this area of the city tends to be trashed and requires extensive rebuilding. Many of its occupants are former soldiers. Monkey racing seems to be the most popular pasttime.
