Otto Nielson served as first engineer on Innes Station, and subsequently was a technician for the Jovian Astrolaw Commission.

Innes Station[]
Little is known about Otto Nielson's early life, aside from the fact that his father was a miner.
In 2203, he was employed by Katko Mining Corporation as First Engineer aboard Innes Station. His rank placed him third in command behind Linda Ihejirika and Daniel Godfrey. He did not have a high opinion of the company he worked for, believing that they treated their employees "like dirt."
Nileson was responsible for an accident involving one of the mining droids. When Ihejirika reprimanded him for this, he lashed out in anger and killed her. He managed to convince his fellow crew members Yu Cheung and Tyrell Beck to cover up what had happened, though they had to imprison Daniel Godfrey when he refused to play along.
Some time later, Starship Quicksilver approached the base, seeking to make use of its medical facilities. Nielson let them on board, but was forced to imprison Gail Pilgrim when she uncovered the truth about the murder.
Sabina White escaped to the asteroid below, and Nielson pursued her. However, she was able to neutralise him through the use of a power suit.
Incarceration[]
Nielson was given a life sentence for second degree murder and transferred to a prison colony in the Alpha Centauri star system. He was forced to partake in hard labour, but did manage to place himself in a position of authority over his fellow prisoners.
The opportunity for revenge arrived a year later, when he was invited to cooperate with the Jovian Astrolaw Commission's attempt to frame Gail Pilgrim and Sabina White for multiple crimes, including the murder of Linda Ihejirika. Nielson agreed to testify at Gail's trial, and in return he demanded an "employment opportunity" within the J.A.C.
Jovian Astrolaw Commission[]
At the beginning of his new career, Nielson was stationed on Prison Station 13 as a reserve engineer. He visited Gail while she was in solitary confinement, taunting her, though he was later reprimanded by the warden for this. His position at the prison didn't last long, as he once again found himself incapacitated by Sabina White during a prison break which also freed Gail Pilgrim from solitary.
Nielson was demoted to the role of second technician at the J.A.C. Headquarters on Callisto. He would encounter Sabina White one last time when she appeared, disguised as a fellow technician, as part of a military sabotage mission for the Rebellion.
Sabina disposed of Nielson by using a cargo teleporter to transport him out onto the surface of Callisto. Although he was wearing an environment suit, the moon was subjected to heavy bombing during the subsequent Battle of Callisto and he is presumed to have been killed.
